You can offer a similar kind of course which takes the knowledge you offer in your teleseminar up a notch. And if folks know you are offering a discount they won't get any other way, some will jump on it.

I know having a small list can be discouraging. I know it can seem like an uphill battle when you are slogging it out with the big dogs with huge lists.
