In both situations virtually every time it is very easy to buy the house for significantly less than the true market value.

The new business model is to buy foreclosure property at below market value and then resell it immediately at market value and walk away with the profits. Finance deals are usually available so that little or no down payment is required.

There are few businesses where it is possible to make so much money as real estate, even when prices are falling. In fact falling prices mean there are even more bargains and money making deals to be done out there.
