About 15 years ago someone developed the Mobile Neighborhood Watch Patrol in Thousand Oaks. Is the program still producing results? Not sure if the program in Thousand Oaks is still going, they had done such a good job cleaning up the crime, I would speculate that at some point they stopped the program, as it would no longer be needed.
Were there any major cases, which were solved by this? I cannot say really of any major cases. But from a preventive standpoint, imagine how many it prevented. Also, there is no doubt that business theft, shady characters, etc. had been called in and Thousand Oaks has good response time, about 3 - 4 minutes or so, pretty much anywhere in the city limits there.
What I can say is that the PR certainly woke up the citizenry to keep a more watchful eye and the awareness is what is needed to get people to take notice and responsibility and then you know crime just stops. It brings awareness to crime and deterrence to criminals.
A better contact would the Programs out and around Salt Lake City area, they have had lots of successes there, I have read much about that in recent years. Also in Jacksonville, FL there is a great program based on our model. Utility Companies are heavy into it and even paid for the billboards to tell people that they were involved.
At National Sheriffs Association they had some articles on these types of programs. I think their biggest success was getting the American Trucking Association involved thru alerting them of the program. They revised an old WWII program, where truck drivers looked out. Remember just after that two truck drivers caught the “DC Shooters" at a Rest Stop.
Net-centric, social networking and mobile electronics will indeed solve many problem if integrated into the over all system of crime fighting. It is a Reverse of the “Smart Mob" strategies used by social networks and cell phones. It puts PEOPLE in control of their communities, states and the nation so they can augment and assist in becoming the eyes and ears for law enforcement. May be this is valuable information for you? At least something to think about.
