If you're not sure what that is or how to do it, go to any other page in your niche that is running an Adwords campaign and look to see what the competition is doing. If you see their ad at the top of the page, then they are doing what Google wants. It's that simple. Take notes. Check their keywords. Check the content. Check the inbound links. If these guys are at the top, it's because of their page, mostly.
The next thing you want to do is actually check their ads. See how well they're written. Use these ads as a guideline. No, this isn't going to lower your CPC, but when you finally get your campaign up and running again, by using better ads, you'll start to see better results. Of course you need to test your ads. You can't just run one ad and expect it to fly. You need to write several ads and rotate them. Get rid of the ones that don't perform and keep the ones that do.
If you've been penalized because of a bad landing page, many times the best thing you can do is to scrap the page, create a new one, and then create a new account. This will give you a completely fresh start. Sometimes simply because your account has been slapped is enough to keep your campaigns from ever getting off the ground.
Finally, create a site map of your whole site. Submit it to Google and get your site listed. This will give you a much better chance of getting a better quality score if your site has already been approved by Google.
By doing these few simple things, you'll find that your Google Adwords campaigns will function a lot better.
