It is the best program available, but if you want a cheaper option, you could check out Tutorials 4 You. That site has different programs for whatever version of Photoshop you have. Although it doesn't focus exactly on digital scrapbooking with Photoshop, it will still help you.
It is not quite as detailed as “Fast Track", but it still has great information and covers a lot of the same topics. No matter which program you choose, you will be happy. They are both great and will help you to use Photoshop with ease.
