I'm not sure you can download from either service if you live outside the US though.
And finally, there is the one time fee services. The way these are set up is instead of paying for individual downloads, you just pay a one time fee. After that you download the shows that you want to watch and store them on your computer, rather than watching them online. The big advantage is that you don't have to worry about lags in your internet connection once the show is downloaded, so it won't freeze up on you. The other advantage is that the tv shows can be downloaded by anyone anywhere, so if you are looking to find where best to watch free tv shows, it is probably on your own computer!
